Pitstone Community Car Scheme

The Pitstone Community Car Scheme aims to provide transport for those residing in our parish to reach their medical appointments, where they are unable to do this via public transport or relatives etc.

Research for the charity Age UK identified that a fifth of over 65’s who attended a hospital appointment in the past year reported feeling worse afterwards because of the stress involved in the journey.  They have launched the Painful Journeys campaign to call on government to conduct an urgent review of transport services for older people.

The Pitstone Community Car Scheme tries to assist by providing a door-to-door service via a local volunteer.  Knowing they will get there on time, having someone to talk to, and being able to get home again afterwards can be a great comfort.

There has been a growing demand for the service, with over 300 bookings per year, which shows the extent of the local need.

In order to conduct our business, services and duties the parish council processes a wide range of data.  We take protection of your personal data very seriously and have a suite of policies and procedures for both members and staff to follow, all of which you can find attached.

Individuals have the right to request information relating to their personal data held by the council.  Please see the attached Subject Access Request Form.

Before data is collected for a new purpose, the council carries out a Privacy Impact Assessment.  A copy of the code of practice can be found attached.

The council will publish information on its website relating to major quotations or tenders being sought.

The last major tenders were for the skate park, pavilion and play space.   At present, the council has no live tenders.

Two major procurements were undertaken by Pitstone Parish Council in 2017/18., information below.  The tender for fencing and ball stop netting was advertised on Contracts Finder, and was subsequently awarded to AlphaFence.  The tender for architectural services was subsequently awarded to Woods Hardwick.

  1. Members of the council satisfy themselves that the accounts and procedures are sound.
  2. The parish council appoints an ‘internal auditor’ (IAC) who checks the procedures and accounts.
  3. An ‘external auditor’ (Mazars) is appointed to the parish council to whom the parish council must submit the internal auditors report, annual governance statement, annual accounting statement and supporting bank reconciliation and explanation of variances.

Enhancement of the Pavilion Site

The pavilion has been fully renovated and expanded, and full details can be found on the dedicated pavilion section of this website. The site now provides facilities that the whole community can enjoy, instead of just football & changing rooms.

We continue to work with our hirers and community groups to review the facilities and explore further development opportunities.

Floodlit court

The Pitstone Neighbourhood Development Plan included aspirations to extend the site so that a floodlit court can be provided to expand the range of sports available in the village to include netball, hockey, basketball and 5-aside football.   The parish council is currently working with the landowner to negotiate such an opportunity.

Hire of our open space for an event, or use for a class

If you are considering submitting a request to hire any of the open space managed by the parish council, please refer to the attached Events and Open Space Hire Policy.      This document also provides a useful guide to organising events.

If you are a regular hirer of Pitstone Memorial Hall and wish to hold occasional classes outside on the recreation ground/village green when it is sunny, or wish to use the recreation ground for outdoor bootcamp style classes etc, please read the policy below and provide the necessary insurance certificate and acceptance of the terms to the parish council.

Conclusion of audit 2015/16

The audit of accounts for the year ending 31 March 2016 has now been completed with no issues arising from Mazzars.

Waste Contracts

The parish council is required to publish details of any waste collection contracts.

As a parish we obtain preferential rates by combining our dog waste bin emptying with the contract held by Buckinghamshire Council & numerous other parishes due to the powers of bulk buying.  Quoted prices are re-compared to the market before renewal.

The charge for 2024-25 will be £2,516 + VAT, relating to the council’s 17 dog waste bins on twice weekly emptying throughout the year.  This is reported within the Litter & Dog Fouling cost centre. 

The Parish Council employs litter pickers to empty our litter bins & clear our open space who dispose of the waste within the wheelie bins at Pitstone Memorial Hall.  The Memorial Hall Charity charge the parish council £55 per quarter to make use of this facility, as a contribution towards their own waste collection contract with Buckinghamshire Council.

At the pavilion, we hire wheelie bins for both mixed recycling and waste from Buckinghamshire Council.  We arrange emptying collections on an ad-hoc basis and are only charged for the collections we require.   For 2024-25, the hire of the recycling bin is free, with the parish council being charged £5.50 per empty.  Hire of the general waste bin is £2.90 per week, with each empty being charged at £10.95.

Fraud prevention

The parish council carries out a number of regular monthly checks to detect and prevent any instances of fraud.

Under the Local Government Transparency Code 2015 we are required to tell you of:

  • the number of occasions we use powers under the Prevention of Social Housing Fraud (Power to Require Information)(England) Regulations 2014, or similar powers – none (no social housing)
  • Total number of employees undertaking investigations and prosecutions of fraud – none
  • Total number of professionally accredited counter fraud specialists – none
  • Total amount spent by the authority on the investigation and prosecution of fraud – none
  • Total number of fraud cases investigated – none

Staffing Organisation Chart

Your parish council is made up of 11 elected councillors.  Each works in a voluntary capacity and receives no remuneration for all of the hours they invest in their work for the community.

The council is legally obliged to appoint a clerk/responsible financial officer to carry out the affairs of the corporate body.   This clerk, Mrs Laurie Eagling, is employed on a part time basis.  Council also employs a part time parish assistant, to co-ordinate the Community Car Scheme and maintain our noticeboards as well as providing some other support to council initiatives, and a part time Facilities Manager for the Pavilion site, Dave Burton.

The council has also appointed 3 part time litter pickers to keep our community clean and tidy and 2 part time playground/asset inspectors to make sure that our playgrounds are safe and operating correctly.

None of these members of staff have a salary anywhere near the individual reporting threshold of £50k per annum.

Land owned or managed by Pitstone Parish Council

Please find attached a map, showing the areas of land within the parish that the Parish Council has an interest in.  You will also find attached a spreadsheet giving full details of these areas of land.  In brief:

Owned land

  • Areas 1, 2 and 3 show leisure facilities now owned by the Parish Council following a Section 106 transfer from Taylor Wimpey as part of the Castlemead development.
  • Area 9 shows an area of car park at the rear of the Memorial Hall, purchased by the Parish Council to provide extra parking for the hall.  This space has been redeveloped into a multi-use games area by Nicholas King Homes, who will also provide alternative car parking in their adjacent site. The new facilities have not yet passed over to the parish council for adoption.
  • Area 5 is the open space between Marsworth Road and The Crescent, designated as Local Green Space.  The parish council purchased this land from Bucks County Council in May 2018.
  • Area 7 – previously ‘Allotments for the Labour Poor’ Charity, renamed ‘Pitstone Parish Charity’ when part of the land was earmarked for inclusion within the Castlemead development and the new allotment site was created.  The Parish Council purchased this parcel of land from the Charity in 2019.

Leased Land

  • Area 4 is the current allotment site, leased by the Parish Council from National Trust

Charity Land

  • Area 6 – The registered Village Green is also a registered Charity called the Pitstone Recreation Ground Charity.  The Parish Council is the sole trustee.
  • Area 8 – Pitstone Memorial Hall Charity.  A separate charity in its own right with its own management committee.  The Parish Council acts as Custodian Trustee.

For clarity, the Parish Council does not own any:

  • service or office properties, but we do have an office at the pavilion
  • properties occupied or run under Private Finance Initiative contracts
  • social housing
  • garages
  • any properties, other than the pavilion on site 3
  • undeveloped land
  • future commitments under lease etc
  • controlled parking
  • highways, canals, railways etc
