The parish council is currently seeking quotations for a series of tree works (itemised on the attached sheet and associated location map).   If your firm is interested in quoting for this work, please supply details of your quote along with:

 

  • copies of your public and employers liability insurance
  • details of the British Standard you work to
  • the qualifications of your staff
  • details of any professional organisations to which you belong
  • any special measures/considerations given that these trees are located on public open space / in a children’s playground

Quotations being sought for replacement rolling log and toddler swing

Pitstone Parish Council is currently inviting quotations for two replacement items of playground equipment.

  1. The rolling log is situated in our Hever Close playground, LU7 9FH.  Set in wet pour.  The log has not rolled for some time and now the log is also displaying signs of wood rot.  Photograph of existing equipment attached.   If you stock a similar item of equipment, please provide a quotation for the removal & disposal of the existing log plus supply & installation of the replacement.
  2. One of our toddler swing seats was vandalised beyond repair and has been removed.  This item is located in our Vicarage Road Recreation Ground playground, LU7 9EY.  This particular item has quite a low frame and therefore short chains.  Please find attached two photographs, one of the whole unit and one close up of the fixings.  If you stock a similar item, please provide a quotation for supply and installation.

Aylesbury Vale District Council have notified that the Public Inquiry into the above mentioned appeal will start on 20 October 2015 in the Diamond Room, The Gateway, Gatehouse Road, Aylesbury, Bucks commencing at 10am.

The public are welcome to attend and observe the Inquiry which is expected to take 6 working days.  Each day will commence at 10am.  There is usually a lunch break of approximately an hour about 1pm and they hope to close business for the day at approximately 5pm.  All times are approximate and depend upon the matters being considered at the time and suitable break points being reached.  The public may attend for all, or part, of any day.

Quarterly grant review coming up

Pitstone parish council sets aside a small budget each year to help local groups with expenses for equipment or events.  It is able to offer grants to community and voluntary bodies provided they meet our criteria. 

Criteria:

  •  All applicants must provide services that benefit the residents of Pitstone.
  • The council reserve the right to prioritise applications that meet identified needs or other areas of focus that may be determined.
  • It must be within the legal power of the parish council to supply a grant for the requested purpose.

The next quarterly grant review will take place at the 22 October full council meeting.   Any applications need to be received by noon on 15 October 2015 so that they can be included on the next agenda.   The next grant panel will be in January.

Please slow down during school travel times

Please slow down during school travel times

September has arrived and the children are back at school. Soon the twilight hours will be upon us.   Please remember that more children and young adults will be on the streets, trying to get to their school bus stops and the local school/pre-school, both in the mornings and the afternoons. It would be greatly appreciated if all drivers could moderate their speeds around the village, especially at these key times. Even the most capable youngster can be prone to momentary lapses of attention when engaged in conversation with their friends, and last year two young people suffered traffic accidents on their way to school. Let’s make sure that this school year is accident free.

Conclusion of parish council audit

We are pleased to report that the parish council accounts for the year ending 31 March 2015 have now been passed by both the internally appointed auditor and the externally appointed auditor, Mazars.

Vandalism to Pitstone Windmill

It has been brought to the attention of the parish council that persons unknown have vandalised Pitstone Windmill, owned by National Trust, with spray paint.

If anyone has any information about this crime, or saw anyone acting suspiciously by the windmill, please advise the National Trust Estate Office in Ashridge on 01442 851227.

Habitat Regulation Assessment Update Consultation 14/8/15-14/9/15

The parish is especially fortunate to have a Special Area of Conservation within our parish boundary, the Chiltern Beechwoods within Ashridge.  Such sites are of European significance and warrant extra special protection.

The parish council has therefore commissioned an update to the Habitat Regulation Assessment (HRA) initially produced by Aylesbury Vale District Council to assess any impact of development upon significant sites within the parish.  This report complies with Regulation 102 of the Conservation of Habitats and Species Regulations 2010.

The HRA is available via the link below and we welcome any response to the consultation by close of play on Monday 14 September 2015.

Please keep your dogs under control, even when off the lead

We have received a number of notifications relating to dogs whilst off their leads.  Issues raised include:

  • dogs getting into people’s gardens, particularly around the windmill field
  • dogs fouling outside other people’s homes
  • dogs attacking each other, especially within the quarry field off Westfield Road
  • dogs approaching other pedestrians when these people are not comfortable being approached
  • dogs fouling the footpaths or recreation ground by the Memorial Hall

Please clear up after your dog, and ensure that it is under control at all times, even whilst off the lead, so that all residents can enjoy our open spaces.

Would you need assistance if there was a village emergency?

The Parish Council maintains a Community Self Help Plan, produced in conjunction with the Resilience Team at AVDC, to provide help during any emergency affecting the community, when the normal emergency response provided by the emergency services and local authorities has been delayed or overwhelmed due to the scope and nature of the emergency.

If you believe that you may require essential transport or medical supplies etc in the event of a major emergency in the village (for example, if you are house-bound and the village needs to be evacuated) and would wish your name and contact details to be held by the parish council for use in such an event, please provide your name, address and telephone number to the parish clerk along with a brief summary of the type of assistance that may be required.   If your details are already held by the Williamson Trust, Town Lands Charity or Yardley Avenue warden then you need not reply as you will already be reached via these channels.

Pitstone Parish Council has launched the consultation into the pre-submission version of the proposed Pitstone Neighbourhood Plan.  The consultation runs from 1 June to 13 July 2015 inclusive.

Free Skate Park 28-5-15

Pitstone Parish Council is hiring the portable skate park again in the half term holiday.   AVYFC staff, who run our youth café, will be on hand to help you improve your skills or just have fun.

Weather permitting, you can catch up with the skate park in the Memorial Hall car park between 1-4pm on Thursday 28 May 2015.

Ramps will be supervised.  Beginners welcome.  Suitable for use by skate boards, scooters, roller skates or BMX bikes.

Best Kept Village judging takes place in June

The Parish Council has once again entered into the Best Kept Village competition.  This is awarded to villages that are free of litter, display evidence of community involvement and have well maintained public buildings and areas.  It is not related to Britain in Bloom.   In the past the parish has received two commendation awards but not won the overall competition.

Judging will take place in June and the whole community can play their part.   Please help to keep our village tidy.

Parish Council Election Results

The Parish Council would like to welcome Kris Weber, Colin Starling, Margaret Crutchfield and Jo Groom to the Council.  All four have been involved in the Neighbourhood Development Plan process and will be welcome additions to the council.

Our commiserations go to Brian Brooks and Alison Hawkins who were not re-elected on this occasion.  Our sincere thanks go to both individuals, plus Klaus Ginda and Brian Richardson who retired from council, for their hard work and dedication to the residents of Pitstone throughout their terms of office.

The following existing councillors have been re-elected to office: Robert Saintey, Ben Blunt, Gillian Arney, Annie Stack, Steve Mattey and Dave Nicholls.

Congratulations to Dave Clifford, Volunteer of the Year 2015

2015 Volunteer of the Year Dave Clifford

Pastor Dave Clifford has been instrumental in a number of local groups including co-ordinating and driving for the Community Car Scheme, running the Silver Surfers Club and organising the Souper Lunches.

Dave Clifford was presented with his certificate and cheque at the Pitstone Annual Assembly on 21 April 2015.

A huge thank you to Dave from both the members of Pitstone Parish Council and all the residents who have had the pleasure of benefitting from his work.  Dave will be missed when he leaves our community in the summer, and he is still looking for volunteers to fill his shoes and help keep these important community facilities running.  If you can help, please do get in touch.

There are many people in our village that give up lots of their time to help other residents or community groups.  If you know someone that deserves a special thank you, please send their details to the parish clerk so they can be considered for the 2016 award.  The winner is presented with a framed certificate and cheque at the Annual Parish Assembly and is also entered into the AVDC Volunteer of the Year scheme.

Over £20k of financial support provided over the last 12 months

The Parish Council has a small grant/donation budget each financial year to support local groups that benefit the Pitstone community.   During the financial year that has just finished, the amount provided exceeded £5,200.   The Parish Council also funded the works to remove asbestos from the Memorial Hall (instead of providing equivalent funds to the hall as a grant) which amounted to a further £15,820.

The youth of the village have not been forgotten and the Parish Council is still working with AVDC towards the installation of a new play space, skate park and multi-use ball court by the Recreation Ground.   These projects have all been delayed due to complications arising from the Pitstone Development Area (PDA) proposals.    We are hoping that the development will enable the ball court as this was defined in the 2005 adopted policy by AVDC, and that following the grant of planning permission for the PDA that the Parish Council may be able to secure the necessary land sale to enable the play space and skate park.   Unfortunately, the timing of these leisure facilities is dependent upon the progress of the proposals for the PDA, so it out of the control of the Parish Council.  We have been declined permission to install the leisure facilities at present.  The combined cost of the leisure enhancements will be approximately £300,000.

We will continue to strive for the realization of these aspirations and will keep the community updated.  The proposals have been included as part of our Neighbourhood Development Plan.  The funds are secured and ring-fenced at AVDC and within the parish council.

What matters to you in your local area?

Is it the state of the local park, the need for more activities for young people, improving services for older people, making the roads safer or ensuring that local businesses can thrive?

Whatever needs changing in your neighbourhood, you could be just the person to change it by becoming a local councillor. No other role gives you a chance to make such a huge difference to quality of life for people in your local area. It is a good time to start thinking about standing as a councillor as the District and Parish Council elections will be taking place on 7 May 2015.

What do councillors do?

Councillors are elected to the local council to represent their local community, so they must either live or work in the area. Becoming a councillor is both a rewarding and privileged form of public service. You will be in a position to make a difference to the quality of other people’s daily lives and prospects.

Being an effective councillor requires both commitment and hard work. Councillors have to balance the needs and interests of residents the political party they represent (if any) and the council. These will all make legitimate demands on a councillor’s time, on top of the demands and needs of their personal and professional lives. Before you consider becoming a councillor you may want to discuss it with your family and friends to make sure they understand what you are taking on. You will need their support as you’ll have to spend some of your spare time on council business.

Independent or political?

Over 95 per cent of councillors are members of political parties, but you don’t have to be a member of a political party to stand for election as a councillor. You can either stand as an independent candidate or as a group or party political candidate. The political parties in your local area are already looking for people interested in representing them and will be pleased to hear from you. They will be able to support your election campaign and your work as a councillor.

Don’t worry if you’re not already a party member as they will be able to go through all the options with you. Some parties have special training and encouragement schemes for new candidates. Some places have organised residents’ associations or community groups which put candidates up for election.

Next steps to becoming a councillor

Once you decide you want to take it further and put yourself forward as a candidate, what’s the next step? The answer depends on whether you want to represent a political party or group or would like to stand as an independent candidate. If you want to represent a political party then the next step would be to get involved with your party locally as soon as possible. This will help you find out more about what the role entails, who you will be working with and what it takes to win elections.

Ultimately it’s up to the political parties’ local groups to decide whether to select you as a candidate, so you need to make contact with them as soon as possible and get involved with their work. Political parties will expect you to be, or become, a party member.

If you are thinking of standing as an independent candidate your next step is to start building your profile so that local people know who you are, and working out your position on local ‘hot’ issues such as crime, traffic, the environment and schools. You will need to know what your local council is doing about these issues and how your own opinion differs from the political parties. Nearer election time, as you start going door to door persuading people to vote for you, you will be challenged on your opinions.

Whether you have been selected by a party or are standing as an independent candidate, you must make sure that you are officially nominated as the election date draws nearer. Election packs will be available from the parish council clerk from 17 March 2015.  All packs have to be returned to AVDC by 9 April.

Gladman planning application for land off Station Road, Ivinghoe

It is understood that Gladman have lodged an appeal with the Planning Inspectorate for non-determination by AVDC in respect of outline planning application number 14/02002/AOP for up to 70 dwellings on land off Station Road in Ivinghoe (which also included some dwellings across the brook into a field behind Rushendon Furlong in Pitstone).

There will therefore be a Public Enquiry into this application.  At the moment, the timing of such an enquiry is unknown, but it is estimated that it is likely to take place in the summer.   The Parish Council will keep you advised of any further developments.

Life Saving Defibrillator now available at the Village Health Centre, Yardley Avenue

Pitstone is now a little bit safer thanks to the Village Health Centre in Yardley Avenue and the local sports clubs.   A new external defibrillator has been purchased and mounted outside the surgery.  In the event of a cardiac emergency, the 999 operator will provide the release code and the defibrillator will talk you through the process of giving life saving treatment to the patient whilst the ambulance is on its way.   Please make sure that you familiarise yourself with its location, as you never know when you might need it.   Please also look out for community training sessions that will provide you all with a chance to see how the unit works so that you are more confident in the event of an emergency.

Our very grateful thanks to The Village Health Centre in Yardley Avenue for funding the purchase and ongoing maintenance costs of the defibrillator itself, and to all the following local sports clubs for funding the purchase of the external lock box that makes this vital life saving equipment available to the whole community: Ivinghhoe & Pitstone United Cricket Club, Pitstone & Ivinghoe Junior Football Club, Pitstone & Ivinghoe United Football Club, Tring Town Football Club and Envirologistics Football Club.

Dog Fouling on the Public Footpath?

Some roads seems to be a particular hot spot for some irresponsible dog owners that fail to clear up after their pets at present.   The Parish Council has repeatedly tried to educate and encourage owners in responsible dog ownership and provides plentiful number of both dedicated dog bins and ordinary refuse bins in which the deposits can be placed.    However, there appears to remain a number of repeat offenders.

If you notice a deposit on the public footpath outside your house:

  • Please inform AVDC Community Spaces team on 0800 389 3395 or email CommunitySpaces@aylesburyvaledc.gov.uk, and request they send the street cleansing team to remove the fouling and clean the footpath.  You will need to tell them the exact location and which property it is outside.
  • Please don’t assume someone else has noticed and will phone them, and please report it as soon as possible, before it is trampled and spread.
  • The more often the street cleansing team are called out to a particular problem hot spot, the more regular cleansing patrols are likely to be assigned to the area.

If you notice someone not clearing up after their dog when it has fouled the public footpath, or notice someone dumping sack loads of dog fouling beside the dog bins in the village, please:

  • Take a photograph of the incident.
  • Report them to Enforcement Officer for Bucks County Council on 07793 721911 or email drounding@buckscc.gov.uk providing your evidence, particularly if you have a photograph and/or know the name/address/car registration number of the person involved.

Please note that this only applies to public footpaths and not fields or Rights of Way etc.

Price Freeze for Allotment Plot rental

The Parish Council and Pitstone Allotment Association are delighted to announce that there will be no price increase for allotment plot rental for the 2015/16 season.

Therefore, annual subscription to PAA will remain at £6.50 per quarter plot, annual rental to the Parish Council remains at £8.50 per quarter plot, bringing the total charge to £15 per quarter plot per annum.

Residents are permitted to rent up to 4 quarter plots, subject to availability.   The next allotment year commences at the end of March.

Grant Awarded to Ivinghoe & Pitstone Guides

The Parish Council is delighted to award a grant of £93.95 to the Ivinghoe & Pitstone with Cheddington Guides, to fund the cost of a replacement personalised flag.   The outgoing flag is now over 30 years old, doesn’t reflect the current branding or name, and even has Pitstone mis-spelt on it.

The council wishes the Guides every success for the forthcoming year.

Pitstone Youth Café re-opens Wed 14 Jan 2015

Happy New Year to everyone that attends the Pitstone Youth Café!  We hope you have enjoyed your Christmas holidays.

The Youth Café will be open on Wednesday 14 January 2015 from 6.30pm to 8pm at Brookmead School, and every term time Wednesday for the rest of term.   No session on 7 January as AVYFC are not available.
